Madhya Pradesh’s new jail manual after 55 years, will be implemented after cabinet’s approval

Bhopal :  The state government will issue a new manual after making changes in its 55 years old MP Jail Manual 1968. The State Jail Department has made this new manual and it has been sent to the government level. It will be implemented after the approval of the cabinet.

In fact, the Central Government has prepared the Model Jail Manual 2016 and has asked all the State Governments to update their Jail Manual accordingly. So far 11 states including union territories have updated their jail manuals. Recently Union Home Minister Amit Shah has written a letter asking Madhya Pradesh Chief Minister Shivraj Singh Chouhan to prepare his new manual according to Model Jail Manual 2016. In fact, the subject of jail is neither in the list of the center nor in the concurrent list, but it is a completely state subject. That’s why the center has urged the states to implement it by making a model prison manual.

This would be the change :

The four walls of jails in Madhya Pradesh will be made 5 meters to 6 meters high. Electronic gadgets like mobiles etc. will also be prohibited from being taken inside the jail by the prisoners and the carrying of newly introduced drugs will also be banned, which is not provided in the present jail manual.

The Model Jail Manual covers several points including rehabilitation of prisoners, separate jail for women prisoners and open jail. Provision has also been made in this to rehabilitate the prisoners in the society, discipline among the jail officials.

Provision has also been made to make all the jails state-of-the-art. There are many jails in Madhya Pradesh which have been built for two hundred years. Provision has also been made in the new model manual to make a library for the prisoners, to equip them with various types of education, to arrange for their health, to start a good hospital in the jail itself and to start various programs for mental development.

To prevent corruption, transfer of prison staff from one prison to another every 2 years, periodic background checks of NGOs working with prisoners, not releasing those prisoners who are not needed for the safety of the state or individuals A provision has also been made for those who are considered to be at risk.
